Frustrated!

I was unable to send to the customer support and I cant use the program. I have an iPad Air2. All my photos are in iPhoto on the cloud not my camera roll so unable to access them. Also, I tried practicing with a photo and when I tried to swipe an area the picture kept moving so far, unable to do anything.
If anyone has had success would appreciate your advice.
